We do not work with the farmers on solutions but rather spend billions rewarding farmers for not using land that they in many cases they would not use anyway. Wisconsin Environmentalists: EPA - Asleep at the Wheel

Ken Notes: This strategy may backfire. If we force the EPA to get substantially stricter a conservative legislature may reduce their ability to do their job even further. We need a bipartisan pro environment plan backed by business. If the current election does not suggest we have lost touch with the voters I am not sure what does.

POLICY FOR THOUGHT

The Clean Ohio Fund is a state program that funds greenspace conservation, farmland preservation and trail construction.  Since its inception, it has benefited all 88 counties in Ohio and has leveraged millions of dollars of private support.  The Conservancy seeks continued funding levels of $50 million per year in the state budget.

Pro/Con; Should climate change deniers be prosecuted?

Notes: Prosecuted?? Why even talk about this. What we need to do is address the issues of expelling carbon into the environment, global warming is ONE, but there are 100`s more and we NEVER talk about them anymore. We now have leaders suggesting suggesting the debatability of the issues surrounding global warming should allow for exceptions or outright elimination of carbon regulations. This would include our own Governor. Global warming is not the ONLY reason to reduce carbon emissions. The fact that there are cost effective ways to reduce carbon emissions that create jobs, are good for business, improve our economy, return jobs to the US and Wisconsin, improve land use, improve general air and water quality, reduce our dependence on foreign energy, and are good for our grandchildren should be front and center. I am a pro business environmentalist who does not give a damn about global warming. Why? Because I do give a damn about getting things done.

Investigation into Improving Access to the Statewide Energy Efficiency and Renewable Resource Programs

Ken Notes: Attention state media you need to report on this and understand that this is politics at it`s worst. Commitments have been made to rural broadband and the industries developing this service will profit immensely, they will and do make substantial political contributions. The PSC is now supporting this by suggesting a shifting federal funds away from the Focus on Energy programs that improves energy efficient construction, makes energy efficient products such as florescent and now LED lighting more affordable and educates the public on the value of cost effective efficiency. They are loosely basing this on the "promote rural economic development" directive.

Broadband and internet access are two entirely different things. Rural areas have access to the internet although it is somewhat slower. Websites, email, and even video works fine. Broadband is the highway for moving much larger amounts of traffic, what the PSC is suggesting is that we need interstate 6 lane highways to our most rural communities. This is not service motivated it is profit motivated and the PSC is doing this for political reasons and it is not supposed to do this. The PSC will site the fact that this is federal money and will not effect taxpayers, and will create jobs.

Recent reports have placed Wisconsin in the more expensive category regarding energy cost regionally and not the PSC wants to rob Peter to Pay Paul even though many corporations are looking for energy efficiency and support for their efforts. The jobs, unless you are a lobbyist or install fiber optics, are clearly on the side of better ENERGY policy here.

NO HEARINGS will be held on this issue but you can register to intervene, the details are in the document at the link.

Please report on and look at this by examining the benefits and and costs associated with both options. Dig a little deeper as to why PSC has adopted this stance. Quote me call me a liar if that is what you find but please do not ignore this issue. PS share this via Facebook and LinkedIn. Talk about this and ask your representatives on either side of the isle to stand up business, jobs, and policy for the people not the politicians....

Judge`s donations spark controversy

Ken Notes: If a Judge made contributions to the Red Cross or a local hospital, should he or she step aside on an issue relating to these facilities. We need to trust the integrity of our officials UNTIL they give us a reason not to. In this case the judge ruled on the merits of the case and was forthcoming regarding his previous contributions. If our current presidential candidates were 1/100 this honest we would be ecstatic.

This is not easy and any community that has banned salt will tell you just say no is not an option. Watch for brines, sand and gravel mixes, concrete cut solutions, and other options to help reduce salt. Also storm-water retention and filtering systems can help as well.

Hero for Animals or Eco-Terrorist? One Man`s Lifelong Mission to Be a Voice for the Wild

Ken Notes: I am not a fan and here is why. A good friend once told me, Ken to create change you have to have a seat at tie table. I served on a school board for 9 years, as a Mayor for four years, served on countless state and local commissions and committees, served as a city council member, a Local government liaison in the capitol, an economic development director, and as a journalist / blogger for the last 10 years. I have created change by working across the table from those with whom I disagree and discovering the compromise that leads to good and sustainable policy. We have lost this art on the political front and it worries me. Take a seat at the table!

Ken Notes: Here is a simple win win. CUT ONE - PLANT TEN. Did you know that most County Land & Water Conservation Departments make trees available for purchase for just a few dollars in the fall. In my county, Green, you can order until January 1st or NOW. They are available in the spring for planting. What a great way to celebrate Christmas -- TWICE! The DNR sells larger packages of trees and will provide them free to fourth grade classrooms.

Ken Notes: WOW am I torn here. EPA has become a mandate oriented giant that has cost Wisconsin jobs. But with the DNR loosing it`s bite, EPA is the only org that can reign in the worst of the offenders. I of course want a business sensitive EPA that works as a partner for a cleaner more sustainable America. My goals are shaped by a very close relationship with businesses that actually wanted to help and do great thing for the Fox River, we spent nearly a billion dollars, lost thousands of jobs and got almost nothing all lead by the EPA.

No easy answers to Wisconsin road funding problem

Ken Notes: We do need a segregated fund to deal with this. I would also like a gas stabilization tax that can rise and fall with the price of crude oil. This would actually help businesses and government plan and budget. The tax would also encourage more fuel efficient vehicles and mass transit. The new administration seem to like privatization of some corridors. Wisconsin should become a transit hub for the Midwest.

Camping numbers high despite fee increases

Ken Notes: We have a great park system and we could do so much more! Also since camping is a weekend thing for many, why not have a tiered rate structure that makes camping more affordable during the week.

We need more sites, more camping experiences from glamping in larger rv`s and micro cabins to serious hike in sites well off the beaten path and everything in between. We need to encourage and support public private partnerships to promote camping. We need to create parks for the new trend in micro / mini homes.

If we can bring just a few hundred additional Chicago area residents to Wisconsin each weekend, we can generate millions of dollars for our local Wisconsin economy.

OPINION The Hypocrisy of the WMC

Ken Notes: I do wish WMC had a way to communicate the diverse opinions of it`s membership rather than take such strong political stands on issues that may or may not reflect the opinions of the membership. I believe they have lost much of their credibility over the years because of this and I know several businesses are upset by the practice. I much prefer the WASB`s (school board association) use of a policy and resolutions committee to draft resolutions and then have the membership vote on them. In fact I would go a step further and include the percent it pass by.

What`s wrong with Wisconsin? Not one little thing

Ken Notes: I know that PACs are deemed to be free speech, but they have destroyed the political system forever. When we try and rebel we get the likes of Donald Trump, when we allow them to proceed without challenge we get bad legislation. This is ingrained in both parties and now at every level of government. I try to offer solutions, but I am really at a loss here.

Let`s look at a no win problem, lead paint. If we allow unrestricted lawsuits lawyers will get rich (they will no doubt fund PACs and pols supporting this agenda) and we will not have any real solutions. If we restrict lawsuits, we will see less efforts to address the problem and clean up the problem areas.

What we don`t see is an effort to educate the public, find and eradicate old sources of contaminate, improved medical and health efforts, and policy to prevent it from happening again. Finally this is not a Dutch Boy problem, it is a people problem and people should solve it...

Ken Notes: This is huge, I like farmers, and farms, and cheese, and a rare rib eye - but CAFO`s are different, they are large cities in rural areas with rules designed for yesterdays dairy farms. We have now way of holding today`s politicians responsible for tomorrows problems and for the record this should NOT be a political issue. Our DNR should advocate for our grandchildren not their potential funding levels. We have a problem that is larger than we know. This is also NOT a finger pointing opportunity because if we do not accomplish change that works we all lose. Ken Notes: Great read. Do not forget two other imperatives, scalability, and profitability. I remember interviewing a UW professor about producing alcohol/ethanol from corn stover in the early 90`s. He showed me a six ounce bottle that they had produced in the lab to prove it could be done. When I asked how much it cost he mentioned a million dollar grant and current projections that the cost would be hundreds of dollars a gallon. But it could be done. Others, at the exact same time, were seeking grants from local government to build plants to begin production.

DNR staffing vacancies rose again last year

Ken Notes: This is a common budget trick, create or do not fill a position, and the money is just siting there. The problem is that this is not the most efficient way to run the DNR and many of the empty positions address thing that need to get done while jobs that could be reduced remain filled because cutting those would reduce the budget for next year. We never bother to address the real performance or value of a department or individual so we just play with the numbers and get very little done. If every state employee and department had to cost justify their output we would be far more productive and may spend even less. I know I am a dreamer...

Tiny houses affordable, energy-efficient and often illegal

Ken Notes: I ran this last week and a number of local media outlets reprinted it which is good. This is a conversation we need to have. If we could adopt micro housing zoning that is less dense and integrated into regular neighborhoods. We want to have this NOT go the way of trailer parks, think condos, hotels, apartments, RV parks. Also micro parks / lots can be centered around a community garden, pond or storm water site, local park or trail. Zoning can create some very attractive, energy efficient, long life, destination facilities.

I would like to create a Net Zero (carbon neutral), no vehicle, park near Madison serving everyone from ultra low income to those just wanting a cabin in the city.

Ken Notes: We need to find a balance here. At the 10 cent rate mentioned in the article large companies could carpet bag and become very profitable using new technology and renting space for free. This would actually raise rates for the rest of us. On the other side if we go too low and their is no incentive for utilities to produce or buy green they will continue to use coal or at best switch to natural gas, still carbon based. The solution is in the middle, use profits from coal and gas production to stimulate solar and wind production as well as research for storage or other 24/7 options. Also like computers, the cost of production is decreasing exponentially making it tough for an older turbine or solar array to stay profitable. This is not easy...

I am strongly pro business and agriculture but believe we have to conduct both endeavors with our future and reasonable environmental practices in mind. It is also interesting that the companies we want to attract and grow are looking for governments that will protect the environment they live in. We need to work together to change the thinking on this, if companies really want free reign environmentally they are not looking at Wisconsin - they are looking at India, China, Mexico....

Ken Notes: What Julie and her colleagues fail to identify is the economic benefit of environmental stewardship that will bring enough votes to a pro environmental agenda. We need to grow tourism and jobs. We need to work with companies willing to help the environment as long as they can continue to do business in Wisconsin. As long as environmental causes are anti jobs, growth, and corporate survival they will continue to see a conservative agenda working to limit their efforts. If we fail to work together now a legislative swing will return us to policy that forces business to leave the state. I have never been a huge fan but I want to get the FACTS correct rather than use scare tactics that give the legislatures ground cover to approve these facilities. We need stronger regulations and waste treatment that improves the environment. I like digestors that treat (heat) the effluent while producing power. Properly treated the waste becomes a marketable commodity.

Lead in drinking water is stubborn problem for dozens of places like Lake Mills

Ken Notes: Again this is an infrastructure issue. Most if not all pre or early 1900 homes have lead water mains. Even much of the oldest community water system is lead. Some communities like Madison have replaced these systems. Others use treatment options to coat the interior of the pipe. We need to fix the problem but it is expensive and we are a litigious society with no one to sue. We started a replacement program in Neenah in 2000, but it is an easy budget item to adjust so almost 20 year later Neenah makes the list for having a problem.

Notes: I thought the new rate structure was supposed to address the infrastructure issues. With fracking and low cost oil rates gas is at a multi year low production cost wise, and supplies are up. I also question whether these infrastructure improvements will be used to move power from the west through the state to points southeast If that is the case we (Wisconsin) should NOT be paying for it. I am very worried Xcel Power will be sold to companies servicing other markets. The wind, gas and solar power is from points west -- want to raise rates create the energy AND JOBS here in the state.

Lead pipes, antiquated law threaten Wisconsin`s drinking water quality

Ken Notes: This should be resolved over time and cautiously but it should be resolved. Any older home is at some risk and the utilities rely on chemical reactions in the pipe walls to protect the water. When water supplies change the reactions can be reversed which is what happened in Flint and could happen here. Don`t over react just start to react... FYI as a former mayor, if most of us saw where are water came from (i.e. pipes and treatment) few would drink it. But our engineers and treatment plant operators are some of the best in the world...

Ken Notes: I have to agree with the need for a ban. I actually cried when I heard about the pets being shot in Fitchburg. If we have a serious problem we need a better solution or solutions. I have never had a problem with taking game for food and I thing some hunting is good for both the environment and tourism. I am not sure I can make the leap to hunting wolves and Coyotes for sport. These are beautiful animals that are best hunted with a telephoto lens...

Playing in the snow

Wisconsin environmental groups, developers clash over property rights bill

Ken Notes: Way to many stories on this issue for my little newsletter to cover -- but it is a HUGE issue with most environmental groups strongly opposed. My concern is that the current legislators see this as a partisan opportunity to address the topic. With the likelihood of partisan control in the future of at least one of the three units of government it will be impossible to role this back.

I am a strong fiscal conservative, pro business, advocate -- AND I have real concerns. Please look at the legislation and the potential impact on our future. Throw you political trust out the window and focus on the future, our environment, our land and water, and our grandchildren. Then ask you legislator to do the same.

Many pundits are convinced that regardless of your opinion on this issue, it will not impact upcoming elections or your vote. They may be correct, but they will listen if you speak up!

Finally I work with many developers and contractors and need to suggest that not all or even a majority are behind this. This is a strong lobby and special interest driven bill and not good legislation.

--- Lets look at just one provision, The bill would limit the kinds of water bodies to which the "areas of special natural resource interest" designation can be given, and those designations would be approved by the Legislature`s Joint Finance Committee rather than the DNR board. PLEASE tell me why the JFC would, in any way, have the expertise to make this call? What the legislators do know is that it is very likely that JFC will continue to be controlled by one party well into the future...
